NAVFAC Design-Build Model Request for Proposal - Marine Corps BEQ

1.0 PROJECT DESCRIPTION

NOTE:  Provide a clear concise description of the project. (Could be the same as the description of work in Part 1.)  Elements to consider are:  1) Identify and quantify the major use components of the project; 2) Account for and describe unique conditions of the project such as addition, renovation, demolition, site development, and site use constraints.  A good source of information is the DD 1391 Form "Description of Proposed Construction" — this typically provides basic construction type and overall qualitative and quantitative data. 

Construct a [three][four][___] story bachelor housing complex for permanent party military personnel.  The complex shall contain [200][___] Marine Corps 2+0 and [___] Marine Corps Officers rooms along with required support spaces as outlined in the Project Program and RFP.  Maximum occupancy shall be [400][___] enlisted military personnel.  [The facility shall be designed around enclosed interior corridors using the Room Plan layout attached with the RFP.][The facility shall be designed around central open breezeways using the Room Plan layout attached with this RFP.]  Each Marine Corps 2+0 Room shall include a double occupancy living/sleeping area, a shared bathroom to include a toilet, vanity cabinet with countertop and lavatory, and shower comprtment, a service area to include base and wall cabinets, countertop, sink and refrigerator, and two lockable individual closets.  Each Marine Corps Officers Room shall include a single occupancy bedroom with a walk-in closet, a living room, bathroom to include a toilet, vanity cabinet with countertop and lavatory, and a bathtub, a kitchen to include base and wall cabinets, a pantry, countertop, sink, range/oven, microwave with range fan, and refrigerator, a laundry room supporting a stackable washer and dryer, and a closet.

In addition to the individual sleeping rooms the facility shall include an entrance vestibule, a duty office with a private head, a duty bunk room, a multipurpose room/spaces, a laundry room supporting commercial-grade washers and dryers, vending space, a passenger/freight elevator, stair towers, [corridors][breezeways], janitor's closet(s), and facility support spaces to include mechanical space, electrical space, telecommunications space, and fire protection space.  [Optional support spaces in addition to those listed above are identified in the Space Tabulations Chart and the Room Requirements Charts of the Project Program.]

Building materials, building systems and construction methods shall follow the requirements established in the Engineering System Requirements (ESR) of the Project Program and the Performance Technical Specifications (PTS) of this RFP.
